According to FIFA Laws, there are penal (major) fouls and non-penal (minor) fouls:
PENAL (MAJOR) FOULS include:
  • Kicking at an opponent, not the ball. Contact does not have to be made.
  • Tripping an opponent. The player does not have to fall down.
  • Jumping at an opponent. Contact does not have to be made.
  • Charging an opponent violently or from behind.
  • Striking (hitting) or attempting to strike an opponent.
  • Pushing an opponent.
  • When tackling, contacting the opponent before touching the ball.
  • Holding an opponent.
  • Spitting at an opponent (red card offense).
  • Handling the ball deliberately (except the keeper within the keepers own penalty area).
NON-PENAL (MINOR) FOULS include:
  1. Dangerous Play: A player does something to endanger himself or others. Most common are high kicks when another players head is near, or low headers near other players feet.
  2. Impeding the progress of an opponent when not within playing distance of the ball. This used to be called obstruction.
  3. Obstructing the Goalkeeper.
Chelsea defender Jose Bosingwa will not face any disciplinary action after he deliberately stamped on the back of Yossi Benayoun in Sunday’s 2-0 defeat at Anfield.
Exactly what I had thought. The linesman’s solely to blame for that Bosingwa incident. Riley was behind Bosingwa so he didn’t really see the “kick” but the linesman saw everything as revealed in the post match report. My main worry is that even if Instant Video Replays were to be introduced, these are the same people who would be reviewing the Instant Video Replays in the booth. If the linesman didn’t see anything wrong with that Bosingwa incident though he was one foot away, what difference will Instant Video Replay make?
“….because his (ref’s) post-match report revealed that assistant Mo Matadar did see the event, under FIFA law, the FA cannot now take disciplinary action.” Are you kidding me? Should we say that it therefore follows that because Riley saw the Lampard tackle, the red card shouldn’t be rescinded?
RED CARD OFFENSES include:
  • Serious Foul Play, including penal fouls, where intentional violence endangers the safety of the opponent. This includes vicious tackles from behind.
  • Violent Conduct such as kicking, hitting, or fighting.
  • Spitting at anyone.
  • Denying an obvious goal scoring opportunity. Often by handling the ball or fouling the opponent to avoid a scoring chance.
  • Offensive, insulting, abusive or threatening language.
  • Receiving a 2nd caution in the same game (two yellow cards). The ref will show the 2nd yellow, immediately followed by the red card.
Yellow Card Offenses include:
  • Unsporting Behavior, including hard fouls.
  • Dissent by word or action.
  • Continually breaking the Laws of the Game.
  • Delaying the restart of play.
  • Encroaching on a corner or free kick.
  • Entering, reentering, or leaving the field without the referee’s permission.
Benayoun should have been shown a Yellow Card for obstruction. As for Bosingwa, am not saying he should have been given a red card, am just saying look at Red Card Offenses numbers 1 and 2. Also, look at the first seven major fouls. Not even a yellow card for Bosingwa? It is preposterous as it is laughable.

Germany is not just a football country, but specifically a country of women’s and girls’ football. “The future of football is feminine,” according to FIFA President Joseph S. Blatter, a vision which has already become reality here to a very large extent.

Following the fantastic men’s FIFA World Cup in 2006, we would already now extend a warm welcome to Germany to fans from every continent, for a hopefully no less impressive and thrilling global festival of women’s football in 2011. Five years after the unforgettable summer of 2006, the FIFA Women’s World Cup 2011 promises to be a wonderful tournament and source of excitement and joy, when our nation and its people will again show themselves to be friendly, peaceful, cosmopolitan and hospitable.

Since the beginning of 2008, our Organising Committee has been busy with initial preparations for the tournament. I personally consider it a great honour that the DFB Executive Committee under its President Dr Theo Zwanziger appointed me President of the Organising Committee. I do not regard myself merely as a figurehead, but as an active member of the OC team. I have always seen myself as a team player – as a member of the national team and at club level in Frankfurt, and during the two years I spent with Washington Freedom in the USA professional league – and will continue to do so.

However, the FIFA Women’s World Cup 2011, which will in any case be smaller and of different dimensions due to the starting field of 16, should not aim to be a duplicate of the 2006 FIFA World Cup. We want this tournament to write its own story, a family-oriented story based on a sense of togetherness, itself a strong characteristic exhibited by women and girls.

On the one hand, we wish to enhance the standing of women’s and girls’ football both nationally and internationally on a permanent basis. On the other hand we hope to strengthen and accelerate the game’s power as a force for integration, which I also accept as a personal challenge. For a long time now, it has been one of my guiding principles to intervene on other people’s behalf, and involve myself in social and socio-political matters.

Against this background, we wish everyone the warmest of welcomes to our festival of women’s football in Germany. England 2018 chiefs have visited BBC director-general Mark Thompson to express fears that a Panorama investigation into FIFA could fatally harm their World Cup bid.

Bid leaders already admit that the recent Sunday Times investigation into FIFA members has caused “significant damage” to their campaign for 2018 and are worried that the Panorama programme, due to screened on November 29, will intensify the backlash against them.

Although England 2018 refused to confirm the visit, it is understood bid chief executive Andy Anson visited Thompson this week to detail the likely implications of the Panorama investigation being screened but was told the programme could not be blocked.

A number of FIFA executive committee members were confronted by Panorama investigators last week in Zurich, causing annoyance among the world governing body’s top brass.

FIFA have suspended two of their executive committee members, Nigeria’s Amos Adamu and Tahiti’s Reynald Temarii, pending an ethics committee hearing after allegations in the Sunday Times that they asked for money for projects in return for World Cup votes. Both deny any wrongdoing.

Evidence of a possible backlash by FIFA members was revealed this week when Mohamed Bin Hammam, the president of the Asian confederation and one of the 24-man executive committee who will vote on the 2018 and 2022 World Cup hosts, condemned the Sunday Times investigation as “unethical”.

A senior England 2018 source said: “This has significantly damaged England’s bid because the FIFA executive committee feel they are being targeted by the English media.”

England 2018′s strategy in the remaining weeks is to try to persuade FIFA members that they should not be held responsible for the media. England also remain hopeful that their bid will be judged the strongest when the FIFA technical inspectors’ report into the bids comes out later this month.

FIFA’s ethics committee are also investigating separate allegations that Qatar’s 2022 bid has colluded with the Spain/Portugal 2018 bid, something forbidden by bidding regulations.
